TOWARDS A EUROPE OF DEFENCE

Three years after Russia launched its full-scale invasion of Ukraine, war still rages on the EU’s eastern flank. Warnings that Moscow could expand its aggression beyond Ukraine are growing more urgent, and hybrid threats are quickly becoming a daily preoccupation. Meanwhile, Hamas’s attack on October 7 ignited yet another crisis in the Middle East, spilling over to deepen the risk of regional instability, while reshaping the security landscape.

For Europe, these twin crises come at a precarious moment. With the result of U.S. election now clear, the EU must decide whether it is willing - and able - to take greater responsibility for its own security. A new European Parliament and Commission, as well as crucial budgetary and financial negotiations - amongst other key topics - will shape the bloc’s response. The coming years will reveal whether Europe can assert itself as a strategic actor, transforming current challenges, threats and hostilities into opportunities to take proactive leadership and achieve long-term security.
